Why the 2019 conditions were revised
The revision sought technical progress, better resource utilisation and avoidance of low-level duplicate investment as early electric vehicles reached retirement and technology improved. Announcement No. 42 of 2024 simultaneously repealed the 2019 conditions and their listing-management measures.
Listing is not a project licence
The conditions apply to domestic processing businesses already in operation and guide voluntary listing applications. They are not mandatory preconditions for administrative approval. Listing does not automatically grant environmental, discharge, safety, market-access or product-certification permissions for every project, process, product or machine.
Enterprise location and basic capability
The original conditions addressed capital, capacity, industrial land, park location, premises and lease duration, alongside traceability, dedicated storage, thermal imaging and smoke alarms, energy metering, R&D and waste handling. Original indicative capacities were at least 1,000 tonnes/year for second-life enterprises and 5,000 tonnes/year for material recyclers. These were enterprise application conditions, not universal design capacities for a single line.
Historical second-life technical provisions
Former provisions addressed source checks, pack and module separation, insulation and charge/discharge testing, condition assessment, automated regrouping, inspection, recoding and monitoring. Equipment examples included lifting, weld milling, cutting, cleaning, laser welding, ageing and marking. These second-life provisions were repealed in 2026 and are no longer a current application checklist.
Recycling processes and resource indicators
The conditions address mechanised safe dismantling, discharge, automated crushing and sorting, with industrial hydrometallurgical, pyrometallurgical or material-repair processes. The table below separates the enterprise and process indicators. Recovery depends on the full process, material boundaries, sampling and accounting; these values are not performance promises for an individual dismantler, cutter or crusher.
Quality, environment and safety systems
Businesses need accountable, traceable quality systems and appropriate inspection equipment. Project obligations include environmental assessment, simultaneous design/build/commissioning of environmental facilities, discharge permits or registration, emissions and waste control, hazardous-waste management, noise control, environmental response, occupational health and safety. Management systems and legal procedures complement production equipment.
Applications and dynamic removal
Applications are voluntary and generally require a year of operation, provincial verification, expert review, site checks and public notice. Listed businesses submit annual reports and remain under ongoing supervision. Persistent nonconformity, missing reports, falsification, refusal of inspection, prolonged shutdown or safety/environmental incidents may lead to rectification or removal.
The effect of the 2026 amendment
Announcement No. 20 removes second-life enterprise listings while explicitly retaining announced material-recycling enterprise lists. The document is partly repealed: historical second-life requirements must be distinguished from material-recycling provisions read alongside current law.

These are enterprise and process indicators, not Jiuda machine specifications. Project acceptance requires agreed feedstock, system boundaries, sampling, measurement and accounting methods.
