Historical record: the 2023 stationary battery certification rules

How the certification framework developed
In 2023, SAMR and MIIT launched the certification programme through Announcement No. 7, followed by a first certification catalogue and technical committee through Announcement No. 41. CNCA Announcement No. 19 then issued implementation rules for stationary products.
A narrowly defined product scope
The rules covered stationary products made from retired vehicle batteries, specifically battery packs for uninterruptible power supplies (UPS) and emergency power supplies (EPS). Other battery types, uses or product forms did not automatically fall within the rules.
Certification involved more than sample testing
The basic model combined initial factory inspection, type testing and post-certification surveillance. Risk could justify additional sampling at production sites, in the market or during use. The process included application review, defining certification units, factory inspection, testing, evaluation, certification and continuing supervision.
Standards and certification units
UPS products were assessed against GB 40165–2021 and YD/T 3768.1–2020; EPS products against GB 40165–2021. Product category, chemistry, cylindrical/prismatic/pouch construction, BMS hardware, rated capacity and voltage informed certification-unit boundaries. One sample could not represent every configuration.
Application and traceability documentation
Applications included business qualifications, product descriptions, key information, product traceability reports and process documentation. Finished-product codes had to connect to component battery codes and suppliers. Certification therefore considered material origins and manufacturing consistency as well as the final sample.
Factory inspection and type testing
Factory inspection covered quality-assurance capability, product consistency and relevant production premises. Competent laboratories commissioned by certification bodies performed type tests on randomly selected conforming products from normal production. Applicable requirements addressed safety, environmental exposure, system functions and electrical performance.
Continued conformity and changes
The original framework required post-certification surveillance and change applications where product structures, critical components or production conditions affected conformity. Certification was not a permanent exemption from quality control.
How to read the record after 2026
Order No. 73 no longer uses the second-life category. Announcement No. 20 requires review and repeal or revision of related standards, and repeals corresponding 2024 industry-condition provisions. This page records the former system. Current eligibility, certification status and applicable standards must be checked with CNCA, the certification body and current standards catalogues.
