Six-authority Announcement No. 14 of 2025 was issued on 10 June and became effective on 1 August. Recycled black mass for lithium-ion batteries meeting its annex requirements is not classified as solid waste and may be freely imported. This does not apply to every black powder or mixed waste.
Black mass cannot be shipped loose in bulk; categories must be kept separately and cannot be mixed with other recycled raw-material types. Inspection follows customs technical specifications. GB/T 45203-2024 for recycled black mass took effect on 1 July 2025.
